4.1 Power Generation Project Costs and Benefits
According to the Regulations on the Implementation of the Renewable Energy Law, the on-grid price of biomass thermal power plants = local standard electricity price +0.25 yuan. After full-load power generation, the steam supply of 20t/h can be maintained. According to the industrial steam price of 160 yuan/t (the actual CBP in the past, the industrial steam price is 220 yuan/t), the CBP enterprise unit and user steam are supplied for 7000h in one year. The annual heating income is 25.6 million yuan.

4.4 Benefit Analysis
4.4.1 Financial evaluation
For the thermoelectric system, the internal rate of return of the CBP thermal power plant renovation project is 11%, the investment recovery period is 5.8 years, and the investment yield is 11.25%. According to the risk analysis, the three factors of electricity price, raw material price and investment cost have a great impact on the profitability of thermal power plants. However, under the long-term supply contract signed by CBP thermal power plant and pellet fuel plant, the stability of raw material prices can be fully guaranteed. The electricity price and investment cost are relatively fixed, so the overall risk of the project is not large.
4.4.2 Environmental benefits
Compared with burning coal, the same scale thermal power plant (burning 70,000 tons of coal is equivalent to 100,000 tons of straw pellets) can reduce COz emissions by 140,000 tons, S02400t, smoke and dust by 1000 tons, and reduce ash discharge by 40,000 tons. Provide 6000t of grass ash fertilizer.
4.4.3 Social benefits
It is conducive to promoting the construction of a new socialist countryside, solving the environmental pollution caused by the accumulation of straw in rural areas, improving the appearance of villages, reducing potential safety hazards, avoiding pollution and waste in the field, increasing the income of farmers, and increasing the sales income of straw by 18 million yuan per year. Increasing the employment income of farmers by more than 6 million yuan can significantly improve the living standards of farmers.

In the system program, the straw-forming pellet fuel factory directly provides 500 jobs; the cogeneration project provides nearly 100 jobs; and there are more employment opportunities related to metallurgy, processing, and manufacturing.
