Tim De Meyer, head of the ILO's China Bureau, also believes that policy changes may be a major factor in the slowdown in wage growth. Today, new jobs are often in the service sector – nearly 47% of migrant workers are in the service industry last year, compared with about one-third in 2011, but wages in the service sector are usually lower than in manufacturing.
Despite this, some young migrant workers began to choose the service industry because they felt that the pressure on the work was not that big. Liu Ning, 23, who works in a mobile phone shop, said: "I earn more in the factory, but the work here is more leisurely."
