It is necessary to promote the use of energy-saving technologies in civil buildings

The revised draft of the first-instance civil energy construction bill was submitted for the deliberation of the 11th meeting of the 11th Standing Committee of the 11th Hunan Provincial People’s Committee today. Special incentive measures were added. This will have positive significance for the promotion and application of energy-saving technologies for civil buildings.

Most members of the Standing Committee believe that the issue of increasing costs has constrained the development of energy-saving work for civil buildings in Hunan Province. It is recommended that legislation be adopted to clarify incentives such as financial support, taxation, and preferential taxation. According to the regulations of the first instance, the government at or above the county level shall establish special funds for building energy conservation to support civil construction science and technology research, product development and standard formulation, including energy conservation and renovation of building envelope structures and energy-using equipment and facilities, and renewable energy sources. The application of civil buildings, promotion of energy-saving demonstration projects for energy-saving civil buildings, construction of civil building energy-saving service systems and supervision systems, promotion of civil building energy-saving, training, awards, etc. Governments at or above the county level should also allocate funds from other related special funds for civil building energy conservation projects.

At the same time, the revised version of the first instance also encourages and guides financial institutions to provide credit support for civil building energy-saving projects. This has played a role in promoting the development of building materials.
