State Council: Establishing an Important Mineral Resource Reserve System

On the 19th, Premier Wen Jiabao presided over a State Council executive meeting to deploy plans for the development of a social credit system.

The meeting emphasized that during the “12th Five-Year Plan” period, it is necessary to focus on the recording, integration, and application of social member credit information, establish and improve a credit system that covers the entire society, and comprehensively promote the construction of a social credit system. The main tasks are: (1) Accelerate the establishment of credit information legislation and systems. We will promptly formulate the "Regulations on Credit Management," and the related supporting systems and detailed implementation rules, formulate credit information standards and technical specifications, and establish systems for the handling of objections, complaints, and tort liability. (II) Promote the construction of industry, sector and local credit. At present, special efforts should be made to strengthen the construction of credit information systems in various fields in conjunction with market entity access, taxation, contract performance, product quality, food and drug safety and safety, scientific research management, and personnel management. Establish and improve credit files and improve the credit environment of various industries, departments, and regions as soon as possible. (3) Build a credit reporting system covering the whole country. In order to achieve interconnection and interoperability of credit information within and across industries, we will vigorously promote the interconnection of credit information across the country and give full play to the role of credit information in monitoring and restraining dishonest behavior. (D) strengthen supervision, improve the credit service market system. (5) Strengthen the construction of government affairs integrity. (6) Vigorously cultivate awareness of social integrity.

The meeting discussed and adopted the "Outline for Action on Mineral Exploration and Breakthrough Strategy (2011-2020)". The Outline defines the objectives and tasks of China's geology and mineral exploration work in the coming period: through the implementation of a prospecting strategy, a major new breakthrough will be achieved, a strategic splicing zone for important mineral resources will be formed, and an important mineral resource reserve system will be established to ensure a stable economic performance. Rapid development provides powerful resources and industry support. First, we must strengthen basic geological surveys and research. We will promote basic geological surveys and comprehensive studies of key metallogenic belts to identify resource potentials and prospects for exploration and development. Accelerate prospecting for mineral prospects in key metallogenic belts and seek new prospecting targets. Strengthen basic geology and metallogenic theory research, develop and promote new methods for mineral exploration. Second, we must strengthen the important mineral exploration. Strengthen the geological exploration of major petroliferous basins and tap new potentials in new areas of old oil and gas regions. Exploration and development of unconventional oil and gas resources focused on shale gas and coalbed methane. Through the entire exploration, increase the reserves of important mineral resources and form large-scale mineral resource bases. The exploration of the replacement of resources in the deep and peripheral areas of the old mines was carried out to extend the service period of the mine. Third, we must implement the demonstration project of mineral resources conservation and comprehensive utilization with the enterprise as the main body, and develop the circular economy in the mineral resources sector. To implement ore-searching and breakthrough strategic actions, we must give full play to the role of the market mechanism and establish a diversified investment platform.
