In this way, the evasiveness that still hides and covers is not to be seen.
First, there are currently contradictions and ambiguities in the identity management regulations.
The familiar papaya bar is said to be in accordance with the "Regulations on the Administration of Agricultural Genetically Modified Organisms" 12 years ago by the State Council. Article 28 stipulates that "the agricultural genetically modified organisms listed in the list of agricultural genetically modified organisms shall be produced and distributed by individuals and individuals. Responsible for labeling, but the genetically modified papayas 12 years ago have not yet become a climate, there is no place for a cone in the catalogue.
Today's genetically modified papayas thrive, but the "Regulations" have not been updated with members of the times, papaya is still unfettered outside the catalog, not identifying is also justified. In addition, many papayas sold as primary agricultural products (7.91, -0.09, -1.12%) are not prepackaged foods, and they are not sold in the farmers' markets.
However, if the State Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ), adopts the “Regulations for the Administration of Food Labeling†in 2009, genetically modified papaya is “a genetically modified food or a legally-modified genetically modified raw material†and must be clearly identified. However, due to the contradiction and ambiguity between the two currently only GM label management regulations, we can hardly see the clearly labeled GM papaya on the market, although all levels admit that GM papaya has occupied the absolutely mainstream market share.
As for the genetically modified soybeans, only the genetically modified soybean oil is clearly labeled. Even if it is not noticeably concealed, it is still marked. However, genetically modified soybeans can be used as oil, or as tofu, soybean milk, soybean meal, vegetarian sausages, and accessories for certain foods. The GM soybean varieties are superior in terms of oil yield, but the non-GM soybeans have the strongest protein content. They have rich flavor and high pulping rate. Therefore, the two generally have their own division of labor.
However, due to the tangible price advantage of genetically modified soybeans, it is reasonable to speculate that the imported GM soybeans may not be specialized in the medical industry but only for oil extraction. To reduce costs, genetically modified soybeans may be used for other soy products. In addition to the soybean meal after the dried oil, in addition to being converted into feed, it is also reasonable to use soy sauce as “defatted soybeanâ€.
In Taiwan, it is clearly stated that "genetically modified" soy products abound, and spicy dried toppings. Our tongue may not be able to distinguish the difference in protein content by a few percentage points. Without mentioning the unfairness of oil, it is undoubtedly a gray zone that needs to be clearly defined and a vacuum blind spot that needs to be strengthened in terms of label supervision.
Second, GM markers are not discrimination but self-confidence.
The so-called consumer right to know means that consumers have the right to know the truth about their purchase, use of goods or services. Although there are rascals who say that I am an undercover agent of the reversal party and are a transfer school, I am pinpointing that this kind of boredom is not a fast-testing rice bowl. The genetically modified food is obviously beneficial. The latter, science, progress and openness are its connotations and extensions, clearly marked, to satisfy the hobby of people who love genetically modified foods, and secondly to show the calmness of the GM food producers.
Good things should be expressed in a big way. There is no need to hide it. It will surely enter people's hearts. Rumors about mobile phones, microwave ovens and high-speed rails have also been lingering for many years, but the rumors are nothing but over-the-ears. The genetically modified soy products in Taiwan, China, have a clear identity and a similar cultural background. He can accept it lightly and I can calmly eat it. What consumers want is a respectful attitude. Clearly inform and let them choose freely. As far as genetically modified foods that are already on the market in China are concerned, the labeling will not cause people's guilty conscience, and it will not attract market conflict. Besides, this is the realm of “the Chinese are turning†and the irresistible trend of “transferâ€.
Fourth, the proposed solution for genetically modified markers.
If only from a scientific point of view, legally used food additives are also safe, but consumers require labeling, the United States will also implement strict labeling requirements. Taking the unmarked rules of the United States as a reason why China should not be labeled is totally meaningless.
U.S. genetically modified foods are not labeled, and the most high-sounding reason is one: increase costs. However, there are also solutions. One is to not allow backward labeling of violations. For example, if there is no genetically modified peanut on the market, it would be illegal to mark “non-genetically modified peanutsâ€; the second is to allow reasonable backward labeling, such as non-transgenic papayas. Non-transgenic tofu, which only increases the cost of non-genetically modified foods, allows consumers who do not trust GM foods to pay a cost for their right to choose, so that the price advantage of GM foods is not affected.
However, in addition to saving money for consumers, the US saves this marked cost, but it also implies a careful consideration to reduce the impact of imported food competition. China has not yet planted its own species, and it does not strictly label genetic modification. It can only be used to dress other people's clothes, and it will increase efforts to increase imports of genetically modified products. To understand this, the problem of identifying costs is not a problem in China at present.
Now we must say that our country uses the most rigorous system of qualitative identification of genetically modified sources, as long as there is a little bit to be identified, and even if the final product can not be detected, as long as the source of genetically modified raw materials must also be marked. Although, as mentioned above, implementation is not satisfactory, there is still a strict attitude.
However, we must point out that China's existing two genetically-modified logos have a low level of legislation, are indecisive between scientific principles and precautionary principles, and are old in content; the supervision of downstream product labels is a blind spot. Coinciding with the revision of the "Food Safety Law," it is proposed that the labeling method for genetically modified foods should be specified in the amendment.
Until the future, our own intellectual property rights, their own genetically modified foods onto the table, or to determine an appropriate threshold, the EU's 0.9%, Japan's 5%, etc. are considered to be other stones, of course, when the low genetically modified The establishment of horizontal confounding thresholds is also necessary. When it comes to expedient measures, let's put the zero-tolerance logo to the end.
