China is a large scientific research country, but there are still many institutional and institutional obstacles and conceptual problems that need to be broken in the construction of “scientific research infrastructure†and the cultivation of “artisan spiritâ€. Under the big national strategy of “mass entrepreneurship and innovationâ€, all walks of life in China have demonstrated unprecedented enthusiasm, and as a group of researchers, nature is the main force of technological innovation. And how should these people's innovation enthusiasm be mobilized? How to land many of China's technological achievements? There are still many improvements that need to be made. I think there are the following points:
First, the Chinese government must systematically build a “scientific research infrastructureâ€. First of all, we must pay attention to basic research. The accumulation and progress of purely theoretical scientific knowledge is the fundamental source of all knowledge innovation, and its importance cannot be overstated. However, such research often has a long distance from the benefits, so this part of the research can be understood as the "public goods" of scientific research, and the government needs financial support. In the process of financial support for this part of the research, the government should pay attention to the overall capital investment of scientific research institutions, rather than the target guidance of a specific project. This will ensure that researchers can explore freely in a relaxed environment.
Second, the weakest link in China's “scientific research infrastructure†is the lack of a transformation mechanism for scientific and technological achievements. In China, the long-standing ownership of scientific and technological achievements is not clear, and there are huge legal and policy risks in the process of scientific researchers turning their own results into actual products through technology shareholding. This has forced many researchers to use experiments and essays as their lifelong pursuits, and cannot actually translate the results of scientific research into products. Therefore, China is in urgent need of a top-level design from the state, using legal forms to clarify the ownership of China's current scientific research achievements and the benefits of distribution after the transformation, to free the "invisible shackles" of scientific researchers.
Third, China urgently needs a new "technical trading platform." Technical trading is a very complicated issue. In addition to the shackles of institutional mechanisms that need to be broken, there is a need for innovative trading mechanisms. In order to succeed in technology trading, there must be a professional intermediary agency that can undertake technology evaluation and evaluation, and integrate the power of researchers, entrepreneurs, and financial capital to become a project company responsible for the results of technology transformation. Such technological transformation can ensure that the innovative technological achievements generate value in the transaction process, and finally have results in the final product.
Second, scientific innovation also needs to call for the “artisan spirit†of China's manufacturing industry. Craftsmanship refers to the spirit of craftsman's craftsmanship and excellence, which is reflected in the respect and pride of craftsmen in their profession, as well as their dedication to product quality and craftsmanship.
“Artisan spirit†is an important part of technological innovation, because technological innovation must be finally implemented into products, and it is inseparable from a high-level production link; and a production process with high level and “active thinking ability†can continuously Provide feedback and suggestions on scientific and technological progress. In fact, although the "artisan spirit" is an imported vocabulary, its spiritual core: excellence, rigorous, meticulous; patience, focus, persistence; professionalism, dedication and other qualities have indeed spread in the genes of the Chinese nation for a long time. However, in recent years, the social atmosphere has become increasingly impetuous. Excellent technical workers have not received sufficient social respect and material returns. This has led to the gradual degradation of China’s traditional spirit and the study of “artisan spirit†in manufacturing powers such as Germany and Japan.
Therefore, we must constantly work hard to guide public opinion and improve the treatment of workers, so that the whole society can recognize the importance of skilled workers, improve their social recognition, and at the same time effectively improve the treatment of workers. The era of "brain upside down" is coming, and the social status and pride of workers can be improved.
