Seven provinces jointly control the safety supervision of road transportation of dangerous chemicals

Yesterday, the office of the State Council’s safety committee organized the first meeting of the joint control mechanism for dangerous road transport safety of hazardous chemicals in the provinces of Beijing, Tianjin, Chongqing, Shanxi, Mongolia, Liaoning, and Shandong, and signed the hazardous chemical Road Transportation Safety Supervision Joint Control Agreement. As an important pillar industry in North China and neighboring provinces and regions, petrochemical, coal chemical, marine chemical and fine chemical industries are constantly developing rapidly. Corresponding road transport of hazardous chemicals is becoming more frequent. In order to strengthen the safety management of road transport of dangerous chemicals and reduce and prevent the occurrence of dangerous chemical road transport accidents, in accordance with the requirements of the State Council Security Committee, the seven provinces (Beijing, Tianjin, Hebei, Shanxi, Mongolia, Liaoning, and Shandong) (autonomous regions and municipalities) Establish a joint control mechanism for road transport safety supervision of hazardous chemicals and sign a joint control agreement.

In the agreements signed by the seven provinces (autonomous regions, municipalities directly under the Central Government) on road transport safety supervision and control for hazardous chemicals, the overall objectives of the joint control mechanism have been clearly established and established. Through the establishment of stringent source control, dynamic monitoring, regional linkage, information sharing, and other working mechanisms, the law investigates and punishes illegal and dangerous chemical transport violations in accordance with the law, and strives to improve the safe and controllability of dangerous chemicals road transport in the region, and enhances the road transport accidents of hazardous chemicals. Disposal capacity, and gradually realize the regionalization of the joint control mechanism for road transport safety supervision of hazardous chemicals. The seven provinces (autonomous regions, municipalities directly under the Central Government) will implement the information sharing and mutual notification coordination system through management and technology, and set up and publicize the inter-provincial and special crossings for dangerous chemicals road transport vehicles, with a focus on transportation. The liquefied petroleum gas tankers and highly toxic tank trucks were supervised and inspected in accordance with law, forming an integrated safety supervision network in the Bohai Rim region. The establishment and initiation of the joint control mechanism will help solve the problem of fragmentation and incompatibility between various departments' supervision and coordination. Provinces and cities along the route passed “basic information sharing, dynamic monitoring and notification, joint law enforcement synchronization, and feedback on investigations and opinions” to ensure the safety of hazardous chemical transportation between provinces.
